About Jharkhand State Climate Change Centre (JSCCC)

The Jharkhand State Climate Change Centre (JSCCC) serves as the nodal agency for coordinating and facilitating climate change-related initiatives across the state. Established under the Department of Forest, Environment & Climate Change, Government of Jharkhand, and supported by the Department of Science & Technology (DST), Government of India, under the National Mission on Strategic Knowledge for Climate Change (NMSKCC), the Centre is located in the office of the Additional Principal Chief Conservator of Forest CAMPA-cum-State Nodal Officer (SNO), Climate Change, Jharkhand, Ranchi.

JSCCC as the nodal entity supports the implementation and periodic revision of the State Action Plan on Climate Change (SAPCC). It acts as a bridge between scientific research, policy formulation, and community-level action ensuring that climate initiatives and policy are data-driven, inclusive, and aligned with development goals.

The Centre conducts multi-sectoral risk, hazard and vulnerability assessment across key sectors such as agriculture, water, health, forestry, energy, industry, mining, urban, rural and disaster sector. It generates and manages comprehensive climate datasets of geophysical, ecological, hydrological and socio-economic dimensions to support evidence-based decision-making. Jharkhand Climate Centre also works on greenhouse gas profiling, heat action planning, and the promotion of climate-resilient practices.

As a platform for capacity building and knowledge sharing, Jharkhand State Climate Change Centre (JSCCC) collaborates with government departments, academic institutions, civil society organizations and communities. It develops training modules, leads awareness campaigns and facilitates dialogue on adaptation and mitigation strategies.

Looking ahead, JSCCC aims to become a self-sustaining Centre of Excellence, mobilizing climate finance, fostering innovation and supporting strong institutional frameworks. Through partnerships at local, national and international levels, ensuring a resilient, sustainable and inclusive future for Jharkhand.

The mission of Jharkhand State Climate Change Centre (JSCCC) is to lead and coordinate State's strategic response to climate change by advancing scientific knowledge, enabling evidence-based policymaking, strengthening institutional and community resilience and integrating climate action into all aspects of governance and development. The Centre (JSCCC) fosters inclusive participation, cross-sectoral collaboration and sustainable, climate-resilient growth.

Objectives NMSKCC

  • Conduct district-wise and sector-specific climate vulnerability and resilience assessments.
  • Evaluate climate impacts on agriculture, health, water, soil and livelihoods to guide adaptation.
  • Promote climate-resilient crops and sustainable agricultural practices.
  • Assess urban heat risks and develop localized heat action plans.
  • Build a centralized database of climate-relevant geological, ecological, and socio-economic data.
  • Distinguish between natural and human-induced climate drivers for accurate forecasting.
  • Develop greenhouse gas (GHG) inventories and support mitigation planning.
  • Enhance institutional and community capacity through training and knowledge dissemination.
  • Collaborate with national and international institutions for research and modelling.
  • Assist in climate finance mobilization and proposal development for adaptation and mitigation.
  • Foster cross-sectoral coordination for integrated, climate-informed planning.
